HOW TO AVOID PROCESSING FEES
You can avoid payment of processing fees (deducted by banks and credit/debit cards processors) in the following situations:
1. Mail check/money order to our mailing center in Philadelphia (USA) or directly to our bank's "mail-in" payment center [please request instructions - where to send your check/money order].
-- U.S. Residents: All Checks and Money Orders issued based on funds kept in the United States have bank clearance of two (2) weeks.
-- Non U.S. Residents: All Checks and Money Orders issued based on funds kept outside of the United States have the bank clearance of four (4) weeks. Any foreign checks are assessed by the bank $10-15 foreign check processing fee. We do not guarantee acceptance of foreign checks. In most cases (based on bank approval), we will be able to accept European and Canadian checks and Money Orders. Acceptance of Checks and Money Orders from all other countries are on a case-by-case basis, based on our bank approval.
2. Visit any branch (office) of our bank (currently, Wells Fargo Bank) in any place of the United States and make a deposit into our bank account (applicant/student must request information).
We are crediting student's account only with the actual amount received (after all deductions made by banks and credit/debit cards processor):
-- Our Credit/Debit Cards Processor (not directly affiliated with us) deducts approximately 3% from any amount paid by using credit cards that are issued in the United States;
-- Our Credit/Debit Cards Processor (not directly affiliated with us) deducts approximately 4.4% from any amount paid by using credit cards that are issued outside of the United States;
-- Our Bank deducts approximately $16 for U.S. wire transfers (bank money transfers) originated in the United States;
-- Our Bank and intermediary bank (used by applicant/student's originating bank) together are deducting approximately $40 from wire transfers originating outside of the United States.
-- It is the responsibility of students to select the least expensive method of payment.
Credit Cards, Debit Cards, or Pre-Paid Cards
Debit Cards (with major credit card logo) and Prepaid Cards (with major credit card logo) can be used in the same way, as a payment by credit card. On the payment processing page, you are identifying it as a "credit card".
Some countries are not on the list of our credit card processing company. If you have banks in your country, payments can be arranged.

For international wire transfers, please see the corresponding page. To process credit and debit card payments, we are using PayPal.
We are using PayPal in a dual manner. This company can process credit/debit cards payments as a regular credit/debit cards payment processor (you do not need to have a PayPal account), or this company also can accept and process payments through a PayPal account (if you prefer to have a PayPal account or already have it).
You can set up a PayPal account (if it is offered for your country). After transferring money to a PayPal account, a person can make payments into our account. However, as it is stated above, there is no requirement to have a PayPal account and you can make the same credit card payment without setting a PayPal account.
A PayPal account gives some flexibility; but in most cases, for regular payment, you do not need to have a PayPal account. With a PayPal account (that is free to set up and free to maintain) you can transfer money into your PayPal account and after that, you can make payments to any company or organization. To make a payment (if you have a PayPal account), you only need to use organizational registered email that is used for the acceptance of PayPal payments (if you have a PayPal account and you are making payment from your PayPal account).

Credit Cards, Debit Cards (bank cards) and Prepaid Cards
Credit card is a card that is issued by a bank or by a financial institution. Credit card issuance is based on a personal credit.
Debit card is the card that is issued by your bank (where you have your account opened). Debit card covers only your existing bank account balance.
Prepaid card is the card that you can buy in any store after depositing money into your card, but you can use it the same way as a credit card.
Debit Cards (with a major credit card symbol) and Prepaid Cards (with major credit card symbols) can be used in the same way as other credit cards. On the payment processing page, you are using your card as a "credit card" (even when it is a debit card or pre-paid card). Not the name, but the designation (major credit cards symbol printed on the face of your card) makes your card similar to other credit cards (even when it is not a regular credit card).
Credit/debit/prepaid card fees
At the time of payment transaction, a person that makes a payment is charged nothing by PayPal, except the fees that credit/debit/prepaid card charges (such as foreign exchange rate or whatever other fees your credit/debit/prepaid card has).
Transaction fees are paid by us, where PayPal is deducting about 2.9% from the paid amount for processing credit and debit cards issued on the territory of the United States and about 4.4% for processing of any foreign credit card/debit cards. In addition, we are charged small fixed fees for each transaction.
We are crediting student's account with actual amount that we are receiving (after deduction of fees collected by credit cards processing company)
We are crediting a student's account only for the actual amount received (approximately 2.9% deducted for the payments made by the cards issued in the United States and approximately 4.4% deducted for the payments made by cards issued outside of the United States).
We are not getting any financial advantages from deduction of "processing fees". These fees cover approximately only the amounts charged by the credit card processing company. It is easy to calculate the credit card processing fees that we are deducting. If you are in the United States and your card is issued/supported by any U.S. bank, the fee that we are deducting is 2.9% (approximately) from the paid amount (however some "bonus/rewards" cards have up to 3.9% fee). If you are located outside of the United States and your card is not supported by the U.S. bank, the fee that we are deducting would be 4.4% (approximately) from the paid amount.
We are deducting the exact amount that is deducted by the credit card processing company and we also are giving to students a copy of the credit card processing company statement (showing the deduction amount).
We have no late fees and we have no payment deadlines. You can pay when you are ready.
Minimum first payment amount is $1000 (or any larger amount).
Minimum consequential payment amount is $500 (after the first payment), unless the student
is paying the remaining balance (or any other larger amount). It is not required to make payments
every month
(but payments must be proportional to the amount of educational work a student is planning to submit).

PayPal is an online payments processing company (and payment system). It has no associations with our university; it is only a company that we are using to perform/accept electronic (online) credit/debit cards financial transactions.
We have no access to credit/debit card accounts. We also cannot see any credit (debit or prepaid) card numbers. Everything is handled by the credit and debit (bank cards) cards processing company.
Online money transfers are an electronic alternative to traditional methods such as checks and money orders. Considering the fact that many our students are located in different countries, it may take a very long time to receive checks and money orders. Online payments are expediting the process of electronic payments.
PayPal is one of the world's largest internet payment companies. This company acts as a payment processor for any size companies and organizations. PayPal's corporate headquarters are located in San Jose, California, in the United States. Since July 2007, PayPal started operations across the European Union, as a Luxembourg-based bank. PayPal's European headquarters are located in Luxembourg and international headquarters are in Singapore.

Countries approved by PayPal for processing of credit/debit/prepaid cards

Most countries that have a stable economy are included. Some countries are not on the list, assumingly because of some problems in the banking or economic condition of the country.
If your country is not on the list, you can use international wire transfers (bank payments) or some other forms (please see corresponding pages).
Making Payments by using credit/debit/prepaid card
All payments must be made in the United States Dollars. Usually students are using their own currency that is converted to the U.S. Dollars during the submission of payment - you would need to indicate during payment transaction what currency you want to use (the United States Dollars) and your money would be converted to the United States Dollars automatically by the payment processor.
We have no access to credit card accounts. We are using PayPal only as a credit/debit card processor (the same way, as any other credit card processing company). PayPal will process any card from the list of acceptable countries and THERE IS NO NEED TO HAVE A PAYPAL ACCOUNT. Some Countries are not on PayPal's list of acceptable countries, most likely because of financial instability in the country.
PayPal's web page is displaying an option to log in into a PayPal account, which can be confusing and some people are assuming that they need to have a PayPal account. If you have no account with PayPal, just ignore it and select an option "Don't have a PayPal account? Use your credit card or bank account (where available)" [it is usually located next to the credit cards pictures]. Press "Continue" and you will be taken to the secure page (PayPal's page) for the processing of credit/debit cards without a PayPal account. Select from the drop down menu your country, input the card number, month and year of the expiration (only two numbers for the month and for the year), three numbers of the security code printed on the back of your card, your name, address, phone number, and email. Address and phone must be the same as listed by your credit card company. Please print and save all your confirmation receipts as a proof of payment. Send us email with information about your payment, your full name, location, and a description of payment.
Use the link provided (at the end of this page) to see how our payment page looks and how you can select a regular payment by credit/debit card without creating a PayPal account. Please remember, we are not a PayPal and we cannot regulate this company. Moreover, PayPal displays pages in different way for different Countries. If you have any problems, please contact PayPal. If you have problems
1. Contact us immediately if links on our pages are not working.
2. Contact PayPal by telephone or by Email (they have toll-free phone service numbers only if they have an office in your Country).

3. If you have no contact information for PayPal, you may perform an Internet search for “PayPal customer service contacts”, “PayPal customer support”, etc.
4. If the problem is not resolved, ask us for help (you need to provide all details).
5. Providing the information on a PayPal page has no meaning that payment was processed. When PayPal processed your payment (after successful payment), you would see a confirmation page describing processed payment; after that, you also will receive (in the next few minutes) confirmation email from PayPal for your records (that also is your payment receipt). Be sure that you listed your email address during the payment process. If you did not receive a confirmation, your payment was not processed (sometimes because people are not inputting the correct information).
